In fact, the British had carried out administrative since the end of the Second World War. Democracy was not a sudden interest of Hong Kong government.
There were different factors leading to democractic reform. Decolonization after the Second World War pressured the government to introduce political reforms. Moreover, after the 1967 Leftist Riot, the government was active in introducting administrative reforms in order to pacify social discontent. Furthermore, the changing social and economic background since the 1960s urged the government to improve existing administrative structure. Finally, after the signing of the Joint Declaration in 1984, the British held elections of the Legistlative Council, Urban Council and gradually developed Hong Kong into a representative government.
In conclusion, the development of democracy in Hong Kong has been started for nearly half-century. Since democracy and freedom are the universial value of Hong Kong citizens, continuing the democractic reform could pacify the citizens and minimize the social discontent. |
